Notes:
The Cape is supposed to be very rigid, the only way I could even get close to it moving how I wanted was to only give it one bone. MAKE SURE to attach the cape to the dress and not Genesis 3F.
If you run into issues with fitting the outfit to your character, turn on smoothing for the clothing pieces. Then set the iterations up by increments of 1 until you find a level that works for you.
This can be turned on in the edit menu, under geometries
Then adjusted in the parameters tab.
