HighRise building are built in phases. The process of building requires formwork to be erected and concrete poured to build the structural skeleton of the building, floor by floor, until it is capped off with a rooftop. The completion of this structural core is a crucial step in the over all development process.

These partially built apartmenthigh rise towers are the result of that crucial step. The interior walls and the exterior cladding has not yet been started. This is often when financing on these projects falls through. And this is why you may see these partially built high rise towers in your city longer than expected.
The 3D versions of these types of building come in three sizes, Low rise 8 floors, mid rise 15 floors, and High Rise 30 floors. These are place anywhere props that can help fill the background of your renders, or where you characters can go explore. There is an elevator shaft, and there are emergency stairs. Each floor has a central corridor. The roof can be hidden or removed to provide more light in that central corridor if necessary. There is a roof access for the stairwell, and an enclosure for the eventual installation of the elevator mechnicals.
