This hat is parented to Genesis 8 Female standard figure, but you can move and scale it to any figure, and move it around, rotate it, etc.
Hair poke through can be solved with the use of the d-former tool (select hair, create d former), or sometimes moving the hair figure around or moving or scaling the hat up and down. Postwork helps too, as well as short styles that fit close to the head, like the Amara Braids.
To find the hat, look in the People/Genesis 8 Female/ Accessories /SIC Top Hat folder in My Daz 3d Library.
While it is stored with the Genesis 8 Female, it can go on anyone.
